Overall Responsibility
The Program Director will lead the program operations team, which includes the regional offices or centers, the Habitat Building and Resource Center and all national program initiatives. The PD will also work in close collaboration with Finance, RD and HFHI teams to ensure smooth operations and program compliance of HFHC.
Key Areas of Responsibilities
- To lead the formulation and implementation of the national strategies on housing programs
- To guide and collaborate with resource development in developing all short and long term project proposals
- To plan, organize, and manage various housing programs of the Habitat for Humanity Cambodia, including managing the effective and efficient implementation of programs and projects
- To direct the implementation of special housing projects, including partnership programs and disaster response
- To insure regional centers or offices set clear goals and objectives and set benchmarks for their effective accomplishment
- To manage the relationship with program partners, in collaboration with other departments and senior management team
- To insure compliance to all HFHC and HFHI program policies and guidelines, and full compliance to applicable or related governmental regulations or laws in the implementation of housing programs/projects
- To interact effectively with staff and officials from govt. and NGO’s
- To develop and implement effective housing program policies and procedures
- To determine priorities and plan and direct the allocation of various resources
- To develop plans and recommendations for broad and specific Habitat goals, objectives, and policies
- To insure effective management of all program employees, including volunteers and project-based staff
- To promote collaborative participation with partners, home owners, community groups, Government, and the Corporate sector
- To manage and provide organizational leadership by exercising good judgment, taking into account a broad range of inputs and advice
Qualifications and Skills Requirements:
- Master’s degree in Business Administration, Management, International Development or Finance or equivalent experience
- At least 5 years of relevant senior management experience
- Fluent in English both speaking and writing
- Good knowledge of computer and office software packages e.g. MS Offices, etc.
- Demonstrates integrity, promote transparency, HFH’s values and ethical standards
- Strong knowledge and background in micro-finance, program/project management or business/program operations
- Experience in managing a high performing and multi-disciplinary team, including senior managers
- Strong organizational and analytical skills
- Experience and knowledge of NGO environment and regulations is preferable
- Experience in working across cultures and under high pressure
