Overall Responsibilities:
To assist the Program Manager of EHOPHHS in coordination and supervision to NGO partners of housing program promotion, community /family assessment and selection, organize training needs and administrative process to ensure that the target selection families meet the annual expectation and project goal.
In addition, the PO is assigned responsible for coordinating, NGO partners, and volunteers in close cooperation with other program units and overall responsible for construction supplies. This position will work closely with program team, support unit and all partners in the target communities.
Key Areas of Responsibilities:
- Development of Program Orientation Modules: take a lead to ensure in developing program orientation modules, printing, distribution and utilization in an appropriate way. It must reflect HFHC’s vision, mission, values and ministries. The main purpose of this module is highly expected to distribute to each selected homeowners, community partners and other relevant partners.
- Housing Program Promotion: Take a lead and coordinate all housing program promotion activities, particularly build up good communication with NGOs partners, local authorities, governmental instructions, church, universities, schools and communities. HFHC will use all the means to promote our housing program to all partners as much as possible.
- Community Housing Need Assessment: Coordinate with construction supervisor, NGO Partners, committee to conduct housing need assessment in selected the poorest PLHA/OVC family prior to housing project planning and implementation. The assessment will assist HFHC and partner(s) to develop housing development plan for the entire community.
- Family Selection: Provide guidance and work closely to support NGO partners, family selection committees and other partners to plan, enlist and ensure that the selection process is appropriately in compliant with the HFHC family selection guidelines. To ensure that the final selected families have gone and screened through appropriate processes, procedures before submitting for finally approved by the line management.
- Organize training needs: Work closely with Program Manager, partnering organizations and other institutions to identify training needs and provide training to the target beneficiaries. Therefore the beneficiaries will apply for any income generation this will get benefits to use for their living.
- Unit Planning: Assists the PM to develop the unit planning in line with organization and department strategic and annual plans. The projected plan must be at least 10 % higher than housing construction plan. The selection process must be done before the construction stage.
- Documentation and Filing System: Assist Program Manager in collecting and keeping all related information of each family in the database tracking system and unit filling system. Staff must ensure that the information must be accessible and filed properly. All necessary information relate to each family must be fulfilled and filed including application form, interview form, family profile etc.
- Monitoring: Assist Program Manager in organizing monthly and quarterly meeting to ensure that NGO partners has achieved the program outcomes and outputs based on the approved work plan, budget plan and monitoring evaluation frame work. Conduct regular monitoring visit through NGO partners to selected families and community partners in order to track all necessary information and changes if it occurs during the preparation stage.
- Report Writing: Assist Program Manager in preparation of progress reports of monthly, quarterly and annually to donor and other report as required. The report must be included as much as possible from NGO Partners and the selected families such as number of family selection, number of beneficiaries trained, saving status, resignation and other tasks under program operation.
- Contracts: Work in good collaboration with construction supervisor and relevant departments under support by Program Manager in the development of agreements/contracts or success plan with home owners and other relevant departments. This agreement will assist the beneficiaries to accept for resettlement and secure housing for their OVC live for their hold lives.
- Construction Materials and Supplies: Collaborates with construction team and admin to purchase construction supplies, conduct regular monitoring, update and reports in accordance with approved financial and internal control procedures. The construction supplies must be kept in a safe location and make them available for use. In order to minimize risk the construction supplies must make a list with necessary construction supplies. This list needs to discuss with construction team. Additionally, be a part of quotation committee to purchase the materials and supplies
- Capacity Building and Supervision: Work in collaboration with NGO partners in reviewing, coaching and identify the needs of the beneficiaries, and coordinate training for capacity development opportunities particularly on community organization, community development and community surveying.
- Hosting Volunteer: Responsible in cooperating with other departments and Volunteer Program unit to host domestic and international volunteers. This position will work on schedule and construction preparation. It must work in cooperation and alignment with program team.
- Networking/ representation: Assists the PM in representing HFHC to external organizations including local, national and international government agencies, NGO/INGO officials, ministries and beneficiary groups with requested from supervisor.
- Administrative Work: In charge of administrative affairs of the project. Coordinates the Finance and Admin Assistant in program asset control, stationary purchase and stock and other related work. This position liaises closely with program team and administrative staff.
- Other: Assist other duties as assigned by supervisor and by HFHC.
SKILLS AND ATTRIBUTES
- High commitment to HFHC Vision, Mission Statement and Mission Principles
- Ability to work independently, under pressure, and after-hours
- Completion of secondary education, University degree major in development or community development is an advantage.
- Good interpersonal and communication skills.
- Good spoken and written English language skill, excellent in Khmer.
- Christian commitment is an advantage.
- Honest and trustworthy.
- Computer literate in MS Word, MS Excel, Window 98 – 2000
EXPERIENCE REQUIREMENTS
- Willing to travel and work at the field and stay in the community if needed.
- At least two years community development experiences, including PRA/PLA and other surveys.
- Previous experience in organizing training needs for the beneficiaries and use of micro credit, income generation or livelihood.
- Previous experiences in project design, implementation, monitoring, evaluation and report writing.
- Previous experience in supervising staff and/or evidence of leadership skills.
- Previous experience in house construction or any construction
- Willing to learn new things for self-development.
